SERU Test Training: Pass the TfL SERU Assessment First Time

The SERU assessment is the test most new London minicab drivers worry about — and the one they are most likely to fail without preparation. Good SERU test training fixes that. In this guide we explain what the TfL SERU test is, how it works, why so many drivers fail, and how to prepare so you pass first time.

What Is the TfL SERU Assessment?

SERU stands for Safety, Equality and Regulatory Understanding. It has been a mandatory requirement for London private hire (PCO) drivers since 1 October 2021. It applies to new applicants and to existing drivers renewing their licence — but you only need to pass it once.

Since 1 April 2023, every new PHV applicant must pass SERU before TfL will grant a licence. There are no exemptions. If English is not your first language, you sit the same test as everyone else, although reasonable adjustments — for example for dyslexia — are available if you ask when booking.

SERU also does double duty. It covers the reading and writing part of TfL's English Language Requirement (ELR). The speaking and listening part is a separate 15 to 20 minute conversation, delivered with PeopleCert over a secure video or telephone link. Pass both and your English requirement is complete. The SERU Test Format: What to Expect on the Day

The TfL SERU test is computer-based. It is delivered by TfL staff at the TfL Driver Assessment Centre, under exam conditions. Every question comes from one source: the PHV Driver's Handbook.

You will face two question styles:

• Multiple choice — pick the correct answer from the options given.
• Complete the sentence — type or choose the missing word so the sentence makes sense.

Good news: SERU is now open book. After a trial in 2024, TfL made the handbook available to refer to during the assessment. TfL has confirmed that the taxi driver version of SERU has 36 questions, a 60% pass mark and around 45 minutes. The private hire version is widely reported to follow the same format, though TfL has not published those exact figures for PHV drivers — treat them as a guide.

The Six Topics SERU Covers

TfL says the assessment covers six areas of the handbook:

1. Your regulatory obligations, including the Equality Act
2. TfL policies for private hire drivers
3. The needs of passengers with protected characteristics
4. Safeguarding children and adults at risk
5. Passenger and driver safety
6. Road and vehicle safety

TfL also strongly recommends completing its free online Safeguarding Awareness course before you sit SERU. Do it — it is free, and safeguarding questions catch out many drivers.

Why Do So Many Drivers Fail SERU?

In our experience, drivers fail for three main reasons:

• English comprehension. SERU doubles as the reading and writing part of the ELR, set at B1 level. The complete-the-sentence questions are the hardest part for drivers with English as a second language, because a near-miss word is still a wrong answer.
• Time pressure. The clock keeps moving. Drivers who read slowly, or who try to look up every answer, run out of time before the final questions.
• Not knowing the handbook. The handbook is long. If you open it for the first time in the exam room, the open-book format will not save you.

SERU Test Practice That Works

1. Read the PHV Driver's Handbook from start to finish. Every question comes from it.
2. Complete TfL's free Safeguarding Awareness course. TfL strongly recommends it, and it covers one of the six topic areas.
3. Take SERU mock tests until you score well above the pass mark, every time, under timed conditions.
4. Drill complete-the-sentence questions. This is where second-language speakers lose most marks, so give it extra time.
5. Book 1-to-1 training if your reading or writing feels weak. A trainer will spot your gaps far faster than you will.
